I see what you are saying Turkey...but I would argue (which actually I think you are saying too?) that generally in good memes there is a relevance of the picture to the text.
Examples: redneck randal (has the clearly redneck and hostile looking hick) usually with text that is a quote you could actually believe the person in the picture would say.
Example of bad meme: on this forum when people are using condescending willy wonka with the text "that's what she said". That is incorrect yews of the meme
And all of the other images that I see people post with an image + any random text does not make it a meme, and I don't think anyone is claiming those ones are memes...like the cookie monster one above me. In that case it's just a picture, not a meme.

On rare occasions I even make my own images to post (ie, my "JKA Caliber: serious business picture from a few years ago.) I don't think those are memes either. Just pictures.
